"In the thick of a complex fight", I'm infinitely more likely to be casting one of the 10 other spells that are good, that I have loaded already, than to sit and mem one that may or may not do anything at all. It's not a good crisis management tool. It's not immediate enough, it's not powerful enough, it can't be sandbagged for long enough. If the rune effect were more like 50% up to 10k, it'd be a strong save-me-now; if the heal/tick were on the scale of Gemmi, then a shaman might say "that could really save my bacon if I've ended up on rampage accidentally"; if the duration were ~20min, base, then a shaman might wear it all the time as a just-in-case, similarly to Second Life. None of these things are what the spell is, though.
What Ward of Resurgence is (theoretically. I here ignore what I assume is an unresolved issue with the HoT not being extended by AA/focus. Otherwise, the comparison is upside-down and really bad.) is a slightly higher power HoT that's self only with the restriction that the shaman must be tanking to make use of it. Rangers have a similar spell, the Summer's Dew line, that is a higher efficiency, higher damage, chain castable nuke for them, but it adds tons of agro. i.e. They must be tanking to use it.
In order for Ward of Resurgence to earn a spell slot, it has to replace some other spell. The only reasonable spell for it to replace is Halcyon Zephyr, since there's only minor differences in efficiency & magnitude between the two. Now to the rub: as a bot, your valuation of spells is very different than real shaman. I imagine there are scenarios where you load multiple HoTs, like single-target and group, at once. I've never felt the freedom or need to do so. As a bot, you may find that 10 spell gems is enough for you to keep loaded Gemmi's Restoration and Ancestral Intervention and Halcyon Zephyr and Shade of Renewal and Ward of Resurgence and Ancient Wilslik's Mending and Kragg's Mending and Talisman of the Stalwart and Talisman of the Bloodworg (935 group heal woot~), but that's not the case for main shaman.
