I would definately skip level 69 and 70 runes and level to 71, but at 66 he should be able to get decent aaxp in WOS. The Glowing runes, since they are no-drop, are a pita to get. On Tribunal, most of the lower level runes go for 6 to 8kpp, while the researched spells for 69 and 70 are going to 20 to 30kpp.
