Unfortunately, this is information the developers do not care to release. Each monster that mitigates slows has the amount it mitigates preset, but this amount varies from one to another creature. The only information Sony will give us are some very general and generic messages that roughly tell us how mitigated our slows are. I gave up worrying about working out the exact percentage and just focus on getting a slow landed, since any amount of slow is still better than unslowed.
