I was just running some numbers, and noticed something else odd. Perhaps intended, perhaps not.
Because Wave of Forgiveness does not step on the scene until level 74, it gets particularly beaten up by focus effect degradation. I had never really seen my heal focus as a weak link for me; I'm using Anguish legs (45% heal focus to level 70). Not the best out there, but I figured pretty solid. However, when I run the numbers, it turns out that Wave of Forgiveness is currently inferior to Wave of Piety in every way for me. It costs more mana, takes longer to cast, heals less damage, and consequently is less mana efficient. If I manage to upgrade it to Rank II, it at least gets debateable; at Rank II, it does heal more, but costs more mana, casts slower, and is less mana efficient. Even at Rank III, it is substantially less mana efficient. I've currently stranded myself without a mana pres focus, but if I had one, the mana efficiency issues would presumably only be more pronounced.
I'd expect to not get as much bang for the buck out of the new spells as someone who is Demiplane focused. But when I finally ran the numbers, I was pretty dismayed to find that I have no reason at all to use Wave of Forgiveness in particular. Gleaming Light is less mana efficient than my GoD fast heal even, but it does heal more, which at least makes it an interesting decision. I'm just wondering if Wave of Forgiveness was intended to be so hamstrung until a paladin manages to get Demiplane focus.
