I have been debating this with a few friends as well, here is the list we came with:
Instances:
-CoA with a few out of group DPS. Mobs still have huge HP, some have painfull resists and run at selo speed. I am personally not convinced.
-Nest instance, mobs are very spread, but are repoping.
-69.1 Hard: mobs are too spread in the plain, then stupidly packed/ bad apthing in the rest of the zone. For me it's a no.
-Lost gnome Hard: mobs are densely packed but you can get all pulls double without a puller. You don't have to run around much. Only issue is to get there between instances refreshes(and for that you can just camp an alt near the task giver).
Standard zones:
-Sverag with a few out of group DPS. Mobs not very packed, horrible pathing in a lot of places, will depend if the "good camps" are free or not and which race is up (undead = the best - Giants the worse).
-Dreadspire with a few out of group DPS: not enough mobs in shadowy student room, so the question will be if the squares near ballroom (Alex camp) will be camped or not. Pop rate is super fast, pulls are super short, mobs are a bit lower level but my experience is that it is very steady and fast XP. If you want to rest there is no issue, nothing is KoS. It is almost impossible to run out of mobs with a static camp unless there are other groups too close to you.
My personal choices would be lost gnomes or nest as I don't really plan on having DPS out of group (I know some will have it though). I am expecting many people to do nest because it is the simplest option so I will probably join those. I will use any occasion of exping in the new zones but I don't expect long grind sessions there. I might do a few CoA runs to get XP while gathering the augments I am missing if enough are using it as their lvling area.
