Aspects: There are five aspects to spells which can be affected by the means below:
1. Mana Cost
We have AA's and Items and potions to reduce Mana Cost but no buffs. No change needed.
2. Casting Time
We have AA's and Items to reduce casting time and one buff.
How about an AA line to replace the need for the only Spell Casting Haste Buff available, and only available from Clerics? Maybe a potion?
Aura / Blessing of Devotion - 10% reduction in casting time. Cleric single/group buff.
3. Range
We have Items to increase spell range but no AA's or buffs. No change needed.
4. Duration (for spells with duration)
We have AA's and Items to increase spell duration but no buffs. No change needed.
5. Impact (for spells with modifiable impact)
We have AA's and Items to increase spell impact but no buffs. No change needed.
One new branch on this tree could be:
6. Fizzle Reducers
We have buffs and potions but no AA's or Items to increase effective casting level ability.

To be fair, no one has any items that reduce fizzle rate. =P
Additionally, there is a potion that gives an extended range bonus. (Tonic of Distance Affinity).
I find it sortof amusing that one of the two areas you've decided needs improvement is one of the ones that actually has a buff that affects it.

You say spell haste only comes from clerics, but there is a clickie belt you can "quest" from Cragbeast Matriarch that also buffs you with, IIRC, Hastened Thoughts? (yes, I'm too lazy to look it up atm, but it is an orange colored belt)
