I think that there is situational, and then there is SITUATIONAL.
Every spell is situational, as various people have mentioned. Its a matter of scale, though. The wizard spell in question is deemed "situational" because of low efficiency, high mana cost, and increased agro. Fair enough. The shaman spell in question is deemed situational because you have to be able to tank every single mob that the spell has a chance of landing on, AT ONCE. That's quite a difference in scale, I think we can all agree.
Does that make hungry plague useless? No. In fact, I doubt that very many people in this thread have said it was useless. It doesn't make it useful, either, though. I guess that the argument is that most (if not all) other classes got a spell that was rather useful. How useful? Well, why not pick a number between 0 and 100 percent. Ether Flame... 70. Maybe 60 is you really value efficiency. Maybe even 50 if you are in a situation where you absolutely can't get agro or you're toast. Now, considering that, rate Hungry Plague. 2? 5? It really depends on how much time you spend farming. If you farm alot, its handy. If you don't, its not. Unless you do nothing BUT farm, however, theres no possible way you could say this spell is useful more than 15% of the time. So... 50 (at the extreme low end) vs. 15 (at the extreme high end).
I personally am ok with HP as-is, but I can see why people would feel bitter. Those DoD spells are HARD to get for a lot of people (but not so hard to get for others). It really depends on your guild and/or your friends. Either way, though, its not as trivial as simply slaughtering stuff in MPG until a rune drops and then winning a random. Isn't it reasonable to say that you'd like to get a spell thats at least useful more than 15 percent of the time for expending that much effort?
How would you feel if you did your epic 1.5 or 2.0 and got an item that gave you +1 flowing thought instad of whatever it currently does? Wouldn't you feel like you wasted your time? If I snapped my fingers and hungry plauge landed on my cursor, I wouldn't be annoyed. Its a sort-of-useful spell in my opinion. I didn't snap my fingers though. I did 5 pretty hard missions.
