Gift of Mana fix (sortof)

For those of us that have had Gift of Mana busted for so long this will be very welcome.

I got GoM and, due to bug, avoided AH, but I think I would have preferred AH.
Here's what I don't understand:
GoM gives a 1m cost on next spell. Say this happens 1/20 of the time; I'd prefer a flat 5% mana cost reduction - same effect over a long duration, and no chance to fail to take advantage of it.
Devs changed this to not proc on the very low mana cost spells, because 'dirty exploiters' were taking advantage, proccing on lower cost spells and reaping the benefit on higher cost spells; well obviously, duh, proccing on lower cost spells and reaping the benefit on higher cost spells is the best (situation permitting) use of this ability.
I also simply cannot stand blowing mana down to nil, getting a GIFT OF MANA proc, but not being able to cast because I don't have enough mana - where's the damn GIFT? Should call it refund voucher of mana or some other bs. I have been told that current game coding processes the ability to cast as a pre-cast check, and the GoM credit is only applied after casting. I understand the logic from a coding point of view, but not from a gameplay point of view. If X will cost me 1m, and I have 1m or more, wtf?
If that's exploiting:
1. Make it a flat reduction - situation resolved, no room for exploitation, and nobody misses a proc; or
2. Make it refund the mana cost of the previously cast spell which procced it - situation resolved, no room for exploitation, and nobody misses a proc.
If a concious decision to cast a spell (and which one to cast) has to be made after the proc, obviously people will try to get the most mileage out of it.

GoM for Champion refreshes! Or keep Group Wunshi loaded and spam that instead to keep the raid topped up. that's what I do, unless I am in spam heal mode

Champ or our new Ghost Renewel spell seem to be a great way to use the free mana. Even when spamming the MT or RT in given situation, a free heal > 250 or 350 HOT anyday.
