Praetorian obviously has better stats, but in some cases I think Citizens may be better.
Citizens gloves vs Praetorian gloves. Extended range vs a cold focus, advantage citizens.
Now Citizens uses Spell alacrity VI which is 15 percent spell haste. Praetorian uses two focuses one for beneficial at 15% haste and another for detrimental at 15% haste. Again advantage Citizens. It seems to me somewhat silly that the focus from the lower tier helm is equal to the upper tier boots AND legs combined.
Recommendations
1) Give the coif an extended range focus (there are other things I would MUCH rather have like buff or detrimental extension but trying to be reasonable). Citizens has a helm focus so no reason why Praetorian can't.
2) If you are going to use both boots and legs for spell haste as compared to using one focus for both, make it better then the lower tier spell haste, 20% instead of 15%. Personally I would prefer a 17% focus that worked on both as one focus and another useful focus for the second but if they wish to split the spell haste foci they should be 20%.
3) Betron's Fury and Pelzia's Benefication are the same focus as on our previous single group armor (Spirt Seared) only at different locations. While I think it would be nice to get an increase in focus strength going form one expansion top line non-raid to the next, at least keep the focuses in the same spot. Otherwise you get the situation where you can't replace legs until you replace chest because of focus.
