Scowls, yes you have completely taken the issue out of context. Weapon Affinity, has been proven time in and time out, to not affect Panther procs, SKs cast procs, bard procs etc, only innate weapon one, the same applies for Combat Effects. What you are discussing in the Random Number Generator. The delay on your weapon is irrelvent. If you want to make an real example out of this, take a warrior with rampage and an Earthshaker and slow them, then send them on their way, their innate chance to proc goes up to almost every round ,because of how slow their new swing rate is.
The base rate of 2/minute is a standard number, that is used as a base for the developers. This can be modified by beyond PoP cap DEX, combat effects, weapon affinity etc, but as I stated before, the last two have no bearing on Panther. You can argue this till you are blue in the face, but take a parse of you and this monk or of a bard and the monk so they are both using the same number of weapons, and actually COUNT the number of panther procs.
