Avoidance > Mitigation. However, all things being equal and starting from scratch...

Instead of spending 25 points to go from LR.5 (22.5% Avoidance) to RM.5 (25% Avoidance), for a whopping 2.5% gain in Avoidance, one might prefer to spend 27 points to go from CS.0 (0% Mitigation) to to ID.5 (22.5% Mitigation), for a 22.5% gain in Mitigation. I know I would.

I didn't have to worry, I got first Avoidance, then Mitigation, by expansion as they came out. I suggest considering getting them in the same order today, merely for the 'bang for the buck' ratios.

ps, does anyone know how much the fourth tiers get you per rank?

Buying the Archetype defensive AA's is the biggest bang for the buck. IMO you should get those before any other defensive AA's. Then prioritise dodge over mitigation IMO.
