broken tribute effects?

hadnt played in a while, and today i was messing around with different tribute focus effects. a lot of them seemed to not work at all. extended enhancement worked fine and would display focus trigger message. all affliction focus as well as spell haste and mana pres did nothing. i had all of my worn focus items removed, focus messages turned on, focus level maxed, and tried with lower level spells as well. are these known to be broken, or was this just a fluke or some sort of oversight on my part?
