As to the post about the rnk3's from vendors they were correct that Elite vendors were placed in game 12/05/2007 patch so they weren't there at launch.

You know how when you click on a merchant it offers you a random item from its inventory? Well as I zoned in to Dragonscale tonight via the guildportal I overheard someone do that and be offered Preincarnation Rk 3 by Alissa Saint Claire. So thats one of our spells confirmed for us.
