There's a thread over on the Sony boards suggesting that spells that don't have the base rank on vendors are available on faction-based merchants in rank 2 form.
Furthermore, base rank spells drop in specific areas (eg goblins in Loping for the Mage "Shock of Many") and rank 2s of (base rank) vendored spells are a global SoF drop, in the same way rank 2s were in TSS.
