First, I must congratulate you on getting VP early on. It's a great pulling, CC, and survival tool, not to mention it's a flashy AA, one of the best, and cheap to boot!
As for the 61-65 spells you should get, here's my take:
Tnarg's Mending (62) is a great upgrade over Chloroblast, and definitely worth getting, esp since it's so easy to get from BOT via an EP.
Daluda's Mending even better.
Greater Immobilize or Petrifying Earth have no upgrades. Must have. Even better is to get the Ornate Leggings mold drop for the clicky root, prolly from Sol Ro, and then hotkey the clicky. The -30 resist check for a fast-casting root could be very valuable to the right playstyle, esp a CC shaman.
If you're not bent on getting Focus of the Seventh, you should at least get
Focus of Soul. Unless you're willing to wait until Wunshi (68.) to upgrade Focus of Spirit (60).
Quiescence? Heals over time are a defining aspect of shamanhood. Must-have. Don't wait until 70 and that not-so-easy-to-get GLowing Rune for Spiritual Serenity. Q is a big upgrade over Stoicism, that weak HOT with the slow&snare components built-in. Or else get
Breath of Trushar via research. Can't believe this was glossed over.
Rogue duo-box? And you don't have Swift like the Wind? Or even better,
Talisman of Celerity for its hour-long 60% haste? Speed is a given, and this is the final level for shaman haste.
Balance of the Nihil is another great must-have. A quick-casting slow with a built-in resist check of -40 is huge. Shame on you older shamans for overlooking this
BoN makes
Malos (65) less mandatory, but it's still a good spell to have. Granted, Malo (60) can fit the bill, but I seem to recall that the extra -10 debuff
does make a difference at those levels. Again, playstyle is a determining factor. (You DO have the 55 Idol, yes?)
And then there's the 61-65 DOTs. Don't know if you root-rot much, or even DOT much, but shammy DPS at that level is largely the size of your DOTs. At the very least, get
Bane.
And
Spirit of Leopard is a no-brainer. A few crystals spent at a DON merchant is way worth the investment. Leopard alone can bring 200+ DPS to your little 2-box scenario. I hope that just because you're a rogue you don't have some misconception that a shaman is only for heals, buffs, and slow, and cannot bring decent DPS to the table... cuz if you do, well, lemme just pre-emptively smack you on the head for now.
Everything else not mentioned here is okay to wait for the upgrade from Omens runes, or DOD/PoR spell missions.
