How long does the Silent Casting effect last and what is the reuse time?
Also, if I have level 5 of Silent Casting, would it make me immune to hatelist AE (Bloodeye for example) while it is active?

It's 100% hate reduction from casting spells for one minute. I haven't tested if it keeps you completely off agro list, I suspect it works more like buffing someone, how you'll only have agro once everyone who's actually done something is dead.

What makes you say it's 100%? I've seen a druid with it active get summoned and die after a heal.

its still a variable hate reduction, and it probably (havent looked it up but basing it on similar effects like epic) only kicks in on spells that affect hps (dots nukes heals), if so then you still get full hate for debuffs and slowing.
I almost never ever use this AA, about the only time i activate it is before tacvii mobs that e can debuff before heading in (or final ranger 2.0 mob), and thats only in the hopes taht slows might be affected,

decreases spell/bash hate 100% for 1 minute. I assume this includes all spells capable of generating hate. Also, it doesn't say "up to" 100%, so I don't think the effect is variable. Any differences that might seem to exitst are probably attributable to all the other variable quantities that go into creating a hate list.
