focus vs. "on fade"

For the DoTs with DoTs "on fade", do focus and extended pestilence and detrimental duration also affect the "on fade" part?

I understand that extended pestilence only works on DoTs with duration > 18.0 sec (3 ticks) so there are "on fade" effects that would be excluded by that alone. But, there are "on fade" effects of 4 ticks (Falhotep's Malady "on fade" of Falhotep's Affliction). Are they extended by 4 ticks for extended pestilence 4?
