Seen this on a few spells, here's an example:

As I understand it, it does 5720 per tick on non-exceptionally strong targets and 2002 per tick on exceptionally strong targets.

Is this accurate? What constitutes "exceptionally strong targets"? Namers? Red cons? Raid mobs?
