My advice on the AAs depends a lot on what you do in EQ.
If you are in a raiding guild and they expect you to raid in a few levels time, it might be wise to get some of the archetype abilities (that are damn useful) that improve your shaman all round. MGB is probably the single most raid friendly ability if your guild does not have a lot of active shamans, and Cannibalization and SCM3 work wonders in your mana efficiency. The difference before and after these is huge.
If you are not under pressure to raid, I would definitely hit level 60 before doing any AAs whatsoever, but i would not wait as long as 70, for the simple reason that if you are a level 70 shaman, and are invited into a level 70 group, they are going to expect you to have a certain amount of AAs (for example some defensive AAs) which are used a lot in the endgame.
If your groups are always with the same people, or you are a soloer/boxer, then you can probably go straight to level 70 without worrying.
