This just in:

Logged into Beta today, 9 AAs were refunded, GRB is now ONE level, I assume 9 AAs, I will have to double check that on a refreshly rolled betabuff shaman.

Also of note, it stacks with Champion, but it looks like the "over the cap" STR and DEX have been removed. Quite significant ATK rating has been added to it. Doing another overnight parse of it to see if they actually fixed it, or just changed it a bit. Very premature numbers are looking promising. Will see if I can figure out actually what the spell DOES as well.

EDIT:
1) Double attack is clearly now a part of it, after first inspection.
2)Just did a rough estimate on swings as well, showing 102 swings a minute, using my normal buffs from above. That is an unusually high number, need to see if overhaste was added, or if I am infact triple attacking/flurry.
3) 128 is the max hit, so there in no "Skill modifier" on GRB, but the Champion one is affecting it.
4) Diseased Bite Proc: 100 DD/75 DoT...a tad better than before, will need to crunch numbers, but looks to have a procmod on it as well.

5) Final edit for the night: After roughly 30 minutes of parsing, and I am not done, I am showing:

Final Edit 2: Refresh is down to 36 minutes with all three levels of hastened Rabidity, also the case for Rabid Bear (Luclin). Hastened Rabidity does indeed read "reduce by 4 minutes per rank", making it a base 48 minute refresh.

Okay, couldn't let it go:

Here is what it does, as far as what I can get from raw stats:

STR: +150 (not over cap)
DEX: +150 (same as above)
ATK: +215 calculated ATK, raw number should be lower (with max stats, cast Bear, took ATK from 1350 to 1565)
Add proc: Diseased Bite (100DD/75 DoT)

Here is speculation, and analysis from logs:
Haste %: Looks to be the same +99%, non overhaste
Double attack: At the very least, we have double attack again, I did not see any instances of triple attacking in the hour of log that I scoured.

Total Attack Delay change from non bear numbers: zero

I do not see any evidence of overhaste or hundred hands applied, it looks to be pure double attack numbers. Trying to account for high spike in attacks/minute, may have been fuzzy math from earlier, 51 A/P vs 102 A/P in parse looks like a pretty damning double attack and nothing else.

Conclusion: Still nothing special, definately an increase over the completely worthless broken version. You will get almost double your standard melee DPS because of the double attack, a slightly higher proc/procrate for the innate proc. But, all in all, still underpowered.
