Other than haste the other damage effect augs you mentioned have a pretty minor effect on overall damage. Just as melee can buy a haste aug, so can casters buy their basic augs. The boost in caster power is greater because of stackability of different aug effects.
It still doesn't change the fact that melee power is directly related to the availability and quality of weapons. Haste is an innate ability that suplements power just as flowing thought does. I notice that you do not advocate level limits on flowing thought items. You know very well that haste items have been in the game long before focus effects were introduced, and that melee/caster power curves are designed taking that into account. What exactly is it that you want? Because those power curves ARE going to be maintained, if they do as you advocate, caster power will be reigned in some other way, probably through progressively more powerful foci and much weaker spell upgrades. You are STILL going to need to upgrade gear to increase power, the only difference being that those casters who dont raid are going to be screwed much more than they are now.
The bottom line is that the direct analog of melee/caster power increase is weapons versus focus effects, and both of those come from raid level drops whether you like it or not. There is no reason why a casual player with obsolete gear that happens to have the right focus should have the same power as a current raider. That certainly isnt the case with melee.
FYI, level 70 runes drop of regular nameds too, you dont need to raid to get them. The only spells you need to raid for are ancients.
