Maccuul, you're fabricating words and misusing real ones, besides making rediculous comparisons and arguements.
The PoP 10-second heals for dru & shm aren't absolute, so they aren't comparable to Complete Healing, power wise. All you have to do is look at how much they're used to see that.
When people speak of "scaling back" costs on anything, they're talking about the expense relative to other uses of the money. The unlimited calling plan is a terrible thing to compare with because unlimited calling plans are more expensive than limited calling plans. Without going through the whole exercise, here's a hint: following this analogy to its logical conclusion doesn't support your point of view.
On to more practical things besides your silly comparisons to effects you know aren't good for game design...
Uncapped damage mitigation like that is outside the realm of casters in EQ; it's solidly a melee power, and not even all of them. If it helps, stop thinking of AG like a defensive disc (Because it's not. And not intended to be. And won't be.), and recognise that it's an instant cast 5khp rune. Shaman get over 2x the effect enchanters do, and usable more often, in exchange for duration.
It's kinda silly, and galling in a way, that an enchanter has to come in here to lay down some sense.
