could not find the vendor of this spell (or even if its a quest), i checked on lucy's website and caster realm new spell's database.

edit : ok nevermind i found my answer on the link above (posts under the information) lol /selfbonk, its a LDoN spell which cost around 72-100 points depend on vendor.
