Ok, so I thought Dodge was capped at 75 for us?
I quit two years ago and started playing again in January, but while I was in a group in CoD I dinged level 66 and the next time I got aggro I got the message "You have improved at dodge (76)."
So what are the skill caps formulae for our various abilities? Does this mean that at 66 I have to go find darkblues and hold aggro to improve my defensive capabilities?

No, just means you need to help your group with pulling sometimes. Using slow to pull is really effective in raising the dodge skill.
