The Spirit Realm

I'm trying to do this quest, but I can't find Master Whoopal, or Questor Dunden for that matter. I've cleared the halfling camp on the stump, by the orc camp, and the one by the totem next to the river again and again for hours. Never once did either Questor Dunden, or Master Whoopal spawn. Is this quest broken? I know I've done this part before, just couldn't get the Initiate Quest to work before.
