For the Kith part all my group did was clear the roaming mobs on path and the animals between the entrance and the camp in the middle of the zone. We ignored all other static mobs and didn't have a problem. Where we ended up getting problems is right past the camp in the middle of the zone, and then proceeded to just kite the animals and mobs that spawned. We thought that was where the mission ended, and we were obviously surprised when it wasn't. The escort mobs eventually made it to the FV camp and we hailed to finish.

In my experiance I believe it is purely faction based in order to speak with Jale. I did the following tasks before speaking with him:
Grand Illusion (4 quests)
Food Supplies
Supplies
Sarnak Recovery (3 quests)
Raising Cabilis
Those are the only ones I did before talking to Jale to start the missions: Lost and Found and Parley with Ganak. I also repeated the hand/foot task for the Grand Illusion at least 3 times for faction/currency/xp. I did not do Havoc in the Hatchery and Drake Scourge until I started working on skeleton illusion.
I don't believe there is a set number or order of tasks you have to do, and that it's basically a faction based approach. I could easily be wrong about this, but the ones I have listed above are the ones I did before he talked to me.

It has to be some combination of faction, specific missions, and number of missions completed. I was ally before I ever started progression and he wouldn't talk to me until I did 6-7 other missions. A bard in our guild did more than that, was ally, and still couldn't get Jaled Dar to talk to him. Eventually he did, but it took a while. Not sure what the magic formula is.

We did alternate between progression taks from T1 on and farming seminals in Fos. Max ally since quiet a while here. Maybe 6 to 7 taks done but just random handing in messages. The dragon has still no confidence. It seems that some tasks are a musthave to be able to require the tasks. Finished T2 with this bugged safe passage this weekend. We now decided to start the tasks named the most. We will start with the illusion.

These are the tasks I did. I was ally before I started but I doubt that makes a difference:
* Food Supplies
* Broodling in the Hand
* Havoc in the Hatchery
* Drake Scourge
* Raising Cabilis
* Sarnak Recovery (first)
Like I said, I don't know what the secret formula is to get Jaled Dar to talk to you. I didn't do any of the illusion tasks but I understand having the illusion makes other tasks much easier.

My guess is, that maybe just a sufficient number of different tasks is needed. The Illusion is fun to have and is composed of 4 different tasks. So it will result in an Faction Item and likley help to get the dragon inclined to talk ... and I like clickies.
