So I read that in a nut shell:

Sulfurog that spawns at the pool at loc 2905, 1180 and only those 2 place holders drop the Relicstone Tourch. So fairly much a few confirmations and to save a some people a bit of grief, it worked and thank you Ormus.

I have spent quite a bit of time on the northmost shelf in the Oblivian area trying for the Steamvent Ruby and I had multiple Sulfurog spawns from the small group of three oozes that are immediately east of that shelf. Torch dropped every kill regardless.

What I have noticed, since the last patch that adjusted the values on the charm, is that some of the random items like the scale from Vergalid and the Muddy Scroll have seemingly become more rare.
