Am I bugged? Oathmir problem

Could one of you who has done this let me know if I'm bugged or just haven't done something yet?

According to the 2 walkthroughs I've seen I should be able to get the Saga Skins or Become the Vessel missions from Oathmir but I can't. I did the Saga Skins before the Ao arc by looting a skin in Devastation to get the mission. I did not do the Become the Vessel follow-on mission yet.

I then went back and finished the Ao arc, got my chime and got the Silent Harmonic Chime from Galsin.

Went to Oathmir and tried hails, running through the text, right clicking on him, giving him the Silent Harmonic Chime (he won't take it), and saying "chimes". I get a response from saying "chimes" but still no task. A boxed toon that has all the skins but hasn't turned them in yet to complete the mission had the same problem.

I did do the Idol missions in Takish before doing any of these.

So, should I be getting the Become the Vessel Mission now from Oathmir or do I need to do something else first?

To make sure I understand, One only needs the Skylance Arc, the Tak'Valnakor arc and Samples of Corruption done for ToB access? Neither Saga Skins nor Become the vessel is an actual req?(Of course as long as somsone can get get samples task for you). Is that correct?
