Kimm McShannel spawn?

Last night I finally got a bunch of people to come help with the Shark in Lake Rathetear, for epic 1.5. So we move whole raid there and set up on island, but the NPC is not to be found. Some druid claimed he saw her on track as raid entered zone, but she was gone... So I try to rezone, to no effect. Then I go to Freeport again and chat with the spirit again, and zones back to Rathetear - still no effect. Then we give up, having wasted alot of time
So, to check if I was bugged or something, I go back to Rathetear this morning, and TADA, Kimm McShannel is up, exactly where she was not yesterday. To check my flags I chat with her and get the Megadolon to pop, as guide explains - however, I was not feeling brave enough to take it alone
So did we do something wrong, that made her depop (was another shaman in raid, doing 1.0 atm), or does she spawn and despawn randomly, or was it a bug?
