Perhaps so, but Scowls point still stands, anyone with a 2.0 would be able to get a 1.5 or better quality weapon in a rot. Other than maybe a warrior with the potential for customizing aggro augments, but I have a hard time thinking the 1.5 is better than a BBoB (the warrior Tacvi weapon.)

The BBoB drop rate is quite low. Back to shaman, having one more inventory clickable heal is still nice.

They are on the same recast timer, why would you use the 1.5 clicky over the 2.0. Dual wielding classes are the only ones that could get any advantage from having two, and that advantage is in being able to wield them for nice pictures.
