agility and defensive procs

Skin of the Reptile has a 120 swings or 1.5 duration. In this case I had pulled several green mobs and was reaching the 120 swing cap. I was naked, no gear. I had no buffs besides reptile, unless otherwise noted. Sample size is too small for any bulletproof conclusions, obviously...but it is clear, at least, that very low AGI depresses the amount of procs from defensive innates...and it seems that elevated agi may increase the proc rate too...but need way more information about that side of it, imo.
