Casting it on MT/RT during raids.
25% slow before mitigation on most raid bosses (before real slow lands)
-its deseased based and -50 resist mod, it lands frequently
Free 'slow' agro for MT till real slow lands
-it procs quite often, and resited or not it generates free agro for the MT untill he/she gets the would not hold msg (till real slow gets in)
Not extreemly powerfull or anything, but when you figth chalanging encoutners every bit help.

Make it 40% and un-mitigated and I might actually try to get it. Otherwise it's not even worth the effort. Even if I just had to find a vendor and buy it... still not worth it... just like pet only shrink.

Maybe I missed something, but why is it not mitigated and does lucy give any clues as to when a slow won't be mitigated?

I think it is a pretty decent spell, everyone in my guild seems to like it. At first, I had no interest in getting it at first but seeing as how our tanks think it is an excellent spell, I will go and get it as soon as I can.
I am not as sold as they are however, I don't think it makes a huge difference, but for the most part, we have not much else to spend our mana on anyway !

It is mitigated. Mitigation depends on mob, not on spell.
I think you might be confused because people were talking about "25% before mitigation" - that just means that if it lands for full it's 25%.
Or maybe because Gmork said, "Make it 40% and un-mitigated and I might actually try to get it." - he actually meant if it was not mitigated he might get it.
