On the monk board people who parse (azathool) has said that CE 50 is approximately +50% proc rate, which is the equivalent of WA5.
I believe that is the correct information not what was told you from the eqlive boards. If 10 CE was 1% and thus 100 capped (for a very rare effect) equalling one level of WA it would not be worth it.

The information I provided to the Vigdis compilation is already correct. Nearly all weapons have a base proc rate of 100. +CFX adds directly to that number, providing the effective return of a percentage modifier to proc rate. The appearance is quite different (i.e. would not appear to be a %, despite having the same effect) when applied to a weapon with a different base proc rate.
Some notable exceptions to base proc rate of 100 are
Ethereal Destroyer (85),
Darkblade of the Warlord (130),
Bloodfrenzy (155),
Blasphemous Blade of the Exiled (165),
and all cleric hammers (scale from 350 on lv56 summoned hammer to 630 on lv63+ summoned hammers and non-NORENT hammers),
