I have Sloth and VS loaded on my default raid lineup, Sloth is a staple spell. Just the aggro it generates for the mt / add tanks alone is worth it.
I also use my ancient poison spell often, that's from luclin, and I use Turgur's, that's from before I started EQ, and I use Malos from pop, what is that like a million expansions ago?.. I don't think there is anything innately wrong with using old spells. (And yes, I use bane too).
First, this BoN/Turgur's argument should be a BoN/TA argument, since TA is so easy for high end shaman to get, and we are talking high end only when BoN lands and TA does not.
As scowls said, if you are not landing turgurs at all, then BoN is resisting a truck load. If you want the raid mob to be slowed for sure, you need to refresh every 30s, ie start refreshing at 30s intervals, hope to land it before a minute is up..
What I do is, I BoN, then I chain TA as I can in the 30s that I have. Once Turgur's lands on a long fight, that's where we can do other shaman stuff, until Turgurs lands, you pretty much can't do much else. (remember we're talking something that resists BoN regularly).
Say no spell haste to make the math easier, although there is no difference with spell haste:
Malos (5s) + refresh (2.25) + BoN (1.5) + refresh timer (2.25) = 11s spent
Malos (5s) + TA (3s) if it lands = 8s spent. On a resist but lands on 2nd attempt = 11s spent.
Even w/o the 2nd refresh timer (I usually cast other spells immidiately after TA, if you just hang out and chill, then that last 2.25s doesn't affect you) you are still at 8.75s.. the ONLY times you can land bon before TA is if you (1) don't malos, or (2) TA resists.
I do consider BoN a downgrade though. I'm pretty sure no one else had a neg check slow before it came out except shaman. So we get bumped -20, others get bumped -40 etc.. (I can be wrong on this).
A high end Cleric or Druid won't get 1 rounded by a 10k damage, one day shaman can say the same =/
