Personally, I don't know the answer to that question! To me, reducing the cast time on Malis does seem more like a "would be nice to have" type thing as opposed to a major class issue. I haven't, however, read anything that says we must have ten issues on the list at all times (or, rather, ten questions to ask the devs through Kytherea, since the Top Ten Lists are defunct anyhow).
