If my weapon proc Rune IV, then Twin Proc AA is useless since I can only have 1 Rune IV up at a time. Is this correct ?
Also, will Twin Proc work on Devout Fury (paladin's proc buff) ?

My current 1HS weapon is http://lucy.allakhazam.com/item.html?id=105954 . Will I be better off with a 3 DMG Aug or a Life Sap IV aug (assuming that I have all the offensive AAs for both casting and melee) ? Thanks in advance for all your help.

Twinproc doesn't work on rune procs. Twinproc does work on Devout Fury, poisons and detrimental procs.

Ignoring twinproc for a moment, having two rune4 procs on one weapon is in no way useless. No matter how many times you proc rune4, it will overwrite the one you have up - thus providing the associated ae aggro each time it procs. It gets a little trickier when you get into using different levels of rune on one weapon (rune5+rune4 aug, for example) . . . if you have rune5 up the rune4 will not take hold. Using rune procs, however, generally presumes you to be tanking - if you're tanking the runes don't stay up long unless you're dealing with very old content; in other words, the amount of times a rune might not take hold is very insignificant.
