Heals got nerfed?

Ever since the last patch, I have noticed my heals haven't had the same kick to them. Namely the exceptional heals.
I would normally land my crit heals in the mid 7000s to the low 9000s pre-patch and now am lucky if they even reach 8000.
Having all my Adept AAs, my normal burst of sunlight rk2 is landing for 3730 and crits are 6622 when I take off my heal focus.
HA9 should be a 28% increase in heal. Base heal is 2887.
Normal heal = 2887 x 1.28 = 3695 .... x2 for crit = 7390
So on the normal end I gain 35hps to the heal, on the crit end I lose 769hps.
Did they change heals to calculate the focus effects and AAs after the crit heal doubles the base number?
Normal heal = 2887 x 2 = 5774 + 808 (28% mod after heal is double) = 6582 (closer to what I am showing on crit heals)
