Explain the level thing, are they going to evolve as you use them more or something?

No, not as you use them, as you basically unlock the new level of the spell. Think of them, basically, as 3 different spells. You might be able to buy the first one from a vendor. To unlock the 2nd one you might have to do a quest. To unlock the third one you might have to loot something from a raid mob.
