Has anyone found a use for this disc?

It has no defensive properties. Though it does stun above the level cap, a lot of raid mobs (and some end zone mobs) are flagged stun-immune.

Anyone got any parses?

Or is this one just to consign to the scrap heap?

The proc is damaging besides the stun component. It won't stack well on top of other damage discs/boosts, since they're pretty thoroughly melee based, but ought to work on its own to add a hurtin' to mobs. Definitely it should be avoided during hard burns with Auspices & War Cries flying around, and it's possible that even the "passive" stacking of melee boosts on raids outside burns(bst fero, CoPIV, etc) makes Blunted Blade a net negative in that milieu, it would have to be investigated; in that case you'd have a grouping-only disc on your hands, which isn't the end of the world.
