Vengence stone proc returning more agro

I've been recently told by sources that the Vengence stone that can be obtained via this quest is returning much more hate than originally intended.

The way it was explained to me is that stun agro has a cap on it, however for casting PC's, like paladins, that cap doesn't apply like it does to pure melee folks. Because of this, the simple stun on that aug doesn't just return the 400 agro like CS would on other augs, but instead returns more like 1100, very similar to our OOW stuns agro.

I plan on doing this quest soon, it seems easy enough to do, just to test it out and see if holding agro is any easier. Does anyone else have any info on this either confirming it or denying it? For the moment, I'm considering it only rumor until I can find more people claiming similar things.
