You should be able to solo him easily at 75. Just remember to crusaders touch to dispell his slow dot from you. Problem you are facing is probably because he isnt at the spawn loc people list on allakhazam I dont think. I remember running into that problem back when I did it and I just searched around until I found him. He is in some back room behind 4 guards that summon.
