Fire based, but still, better than nothing, especially with the proc.

It is a mix imo (no parsing or anything, just opinion) i use because I have not been lucky in my short time of farming Tacvi (only seen aug drop once and I did not have enough DKP to get it) and I found my max slays increase considerably, and over long fights (i.e. vule) that I am hitting my max slay pretty often when it is in the vicinity of it. example i find a lot of 15,150 (max self buffed) and some lowered to 12k - 14k, again not saying those are my average slays, just when it appears to hit max damage.
