It's supposed to be a great burst heal used in situations when you or someone else takes a bad round and goes down too low to be healed in time with Light. It still is. The problem isn't with the bursts in themselves, but that many feel they don't have a proper heal to use as their "regular" heal, so that they can leave burst until it's really needed. Light is simply not efficient enough, and has to be cast too often with only a semifast casttime. I've never been a fan of Cleansing, but I suppose it could alleviate some of the need to spam Light. The problem is that not even Cleansing is very efficient. Counting an extra tick from the AA, and counting Light's innate 39% bonus from healing adept, but ignoring the chance for HoTs and heals to crit, we get an efficiency of 4.54 on Cleansing vs 3.74 on Light. I'm pretty sure the crits on regular heals (which, given more ranks and a longer AA line than the HoT counterpart) will most likely make Light catch up to Cleansing's efficiency. Not to mention the overhealing that Cleansing will do when mob isn't doing much damage, and the extra patching that needs to be done when he gets a good round in.
The solution many enjoyed using was to juggle the bursts, seeing as they cast very fast, very seldom fail due to interrupts, and give you plenty of time to do other stuff between casts (though not cast spells quite as much, obviously). They're not even inefficient when compared to Light - unfocused they have virtually the same efficiency! I can see the attraction of this, but I would much rather have a stable, efficient semifast casting heal (like Light, but more efficient and slightly stronger) that removed the need to juggle the bursts, and removed the need to even think about using a HoT. Something like a merge of Light and Touch (Touch's strength, range and efficiency in Light's casting time). Who even mems Touch anymore?
