Drops off the Oppressor in Ashengate.
Go left from zone in and continue to the ramp up. Pull a few raomers down and then proceed up the ramp. There is a flat area here occupied by a mob with the whirlwind graphic. Kill that npc and use this area as a camp to pull the mobs from the next upward level.
On the next level you will find an npc ( golem graphic ) laying face down on the ground. He is the PH for Oppressor. GL
