And that one democrat is just postering a bit. He's making a political point, by saying that since the military is largely comprised of folks who need the money for college, the military is mostly comprised of folks that are of a lower income bracket. By talking about a draft, he's hoping to stir up some us vs them, poor vs rich debate. It won't go anywhere beyond just talk. It will, however, probably get that democrat relected next time, because of his constituency.
