A LOT of the new expansion zones have mobs that don't summon. They are primarilly outdoor zones with wandering mobs, some kos some not, much like the old kunark / velious type of outdoor layout. It's easy easy root/rot, so should be easy kiting too. You can pull back to the zone edges, or just run around amongst the non kos non social mobs.
